After Second Suspension, Plastic Surgery Center Reopens

Westport plastic surgeon Joel Singer, whose Center for Ambulatory Surgery on Imperial Avenue was shut down by the state Department of Public Health in June due to rusty instruments and equipment, plus a non-working fire alarm system, has been permitted to re-open once again effective July 31, CAS officials said.
